Site Remediation
Site Remediation Process and Regulations with REMEDI TEC
Introduction to Site Remediation in New Jersey
In New Jersey, site remediation is carefully overseen by the Department of Environmental Protection (NJDEP). REMEDI TEC is well-versed in adhering to the Technical Requirements for Site Remediation (TRSR), which are the regulations dictating how the remediation process operates for contaminated sites in the state.

Licensed Remediation Site Professional (LSRP) Certification

REMEDI TEC is certified as a Licensed Remediation Site Professional (LSRP) through the NJDEP Site Remediation Program (SRP). This certification allows us to operate efficiently within the state’s remediation framework, as LSRPs play a pivotal role in overseeing and executing site cleanups. LSRPs adhere to strict guidelines established by NJDEP to ensure environmental and public health protection.

Preliminary Assessments

Preliminary assessments are the initial phase of site remediation. REMEDI TEC conducts thorough preliminary assessments to gather comprehensive data about the site, including its historical usage, current activities, and surrounding environment. By analyzing property records, visiting the site, and reviewing existing information, we lay the foundation for the remediation process.

Site Investigations (SI)

Site investigations involve collecting and analyzing samples of site materials such as soil, bedrock, and groundwater. REMEDI TEC utilizes various sampling and monitoring techniques, including groundwater monitor wells and direct push technologies, to determine the presence and extent of contaminants. This crucial step guides subsequent remediation efforts.

Remedial Investigations (RI)

Remedial investigations further characterize the contamination identified during site investigations. REMEDI TEC conducts comprehensive remedial investigations to assess the type and scope of contamination, considering factors such as feasibility, cost, and effectiveness of proposed remedial actions. This informs the development of tailored remediation strategies.

Remedial Action (RA) and Response Action Outcome (RAO)

Following remedial investigations, REMEDI TEC implements remedial actions, commonly known as site cleanup, to mitigate contamination. Once cleanup is complete, we issue a Response Action Outcome (RAO) document to demonstrate compliance with NJDEP regulations, confirming that the site meets environmental standards.
By following these systematic steps and adhering to NJDEP regulations, REMEDI TEC ensures effective site remediation while safeguarding public health and the environment.

What Is an LSRP?

A Licensed Site Remediation Professional (LSRP) is a licensed environmental professional authorized by the New Jersey Department of Environmental Protection (NJDEP) to oversee and certify the investigation and cleanup of contaminated sites. LSRPs are responsible for ensuring that remediation activities comply with NJDEP regulations and are completed in a timely and technically sound manner.

When Is an LSRP Required?

You are required to retain an LSRP if any of the following conditions apply:
  • A regulated underground storage tank (UST) has discharged hazardous
    substances
  • Groundwater contamination is confirmed or suspected
  • The site is involved in the Industrial Site Recovery Act (ISRA) process
  • There is an active NJDEP case number requiring Site Remediation Program
    oversight
  • You received a Direct Oversight or Mandatory Timeframe notification from NJDEP
For residential and small heating oil tanks managed under the NJDEP UHOT Program, an LSRP is not always required—these can often be handled by a certified Subsurface Evaluator (SSE).

What Services Does an LSRP Provide?

An LSRP can assist with:
  • Remedial Investigation (RI) and Remedial Action (RA) planning
  • Coordination and review of soil, groundwater, vapor intrusion, and indoor air
    sampling

Preparation and submission of:

  • Preliminary Assessment Reports (PA)
  • Site Investigation Reports (SI)
  • Remedial Action Workplans (RAWs)
  • Remedial Action Reports (RARs)
  • NJDEP correspondence, permit applications, and data uploads to NJEMS and
    GeoTracker
  • Issuing the final Response Action Outcome (RAO) letter when the cleanup is
    complete
Types of Projects Requiring LSRP Oversight
  • Former gas stations or auto repair facilities
  • Commercial or industrial properties with long-standing operational history
  • Sites with known chlorinated solvents, petroleum hydrocarbons, or heavy metals in
    soil or groundwater
  • Brownfield redevelopment projects
  • Properties flagged during Phase I or Phase II Environmental Site Assessments

Why Work With an LSRP?

LSRPs help streamline the remediation process while ensuring compliance with New Jersey’s Technical Requirements for Site Remediation (N.J.A.C. 7:26E). They act as a liaison between the responsible party and NJDEP, reducing delays and avoiding costly enforcement actions.

How Do I Know if I Need One?

We offer free consultations to help you determine if LSRP services are required. If your property has an open NJDEP case, a history of spills, or evidence of contamination, it’s best to contact an LSRP early in the process.
