Frequently Asked Questions - LSRP Services

A Licensed Site Remediation Professional (LSRP) is an environmental expert licensed by the New Jersey Department of Environmental Protection (NJDEP). LSRPs are responsible for directing and certifying the environmental cleanup of contaminated sites, ensuring all activities meet NJDEP’s strict regulatory standards

They serve as both a technical lead and a regulatory liaison, managing the cleanup process from initial investigation through to official case closure.

Hiring an LSRP is mandatory if any of the following apply: 

  • A regulated underground storage tank (UST) has leaked hazardous substances
  • Groundwater contamination is suspected or confirmed
  • The site falls under the Industrial Site Recovery Act (ISRA)
  • There’s an open NJDEP case number that requires Site Remediation Program oversight
  • You’ve received a Mandatory Timeframe or Direct Oversight notice from NJDEP

 

Note: For smaller residential fuel oil tank cases under the NJDEP UHOT Program, an LSRP may not berequired. These are often managed by a certified Subsurface Evaluator (SSE).

 

LSRPs provide complete oversight of your site’s environmental status, including:

  • Site Investigation (SI) and Remedial Investigation (RI)
  • Remedial Action Workplans (RAWs) and Remedial Action Reports (RARs)
  • Coordination of soil and groundwater sampling, vapor intrusion assessments, indoor air quality testing
  • Preparation of official NJDEP reports such as Preliminary Assessment Reports (PA) and Remedial Action
    Permits (RAPs)
  • Communication with NJDEP, including permitting and data submittals to NJEMS & GeoTracker
  • Final Response Action Outcome (RAO) Letter issuance

The RAO letter is the final document issued by an LSRP when the remediation is complete. It certifies that the site cleanup meets all NJDEP regulatory requirements and that no further remediation is necessary at the time of issuance.

The RAO replaces the old “No Further Action (NFA)” letter and is a critical document for:

  • Real estate transactions
  • Closing NJDEP cases
  • Meeting ISRA requirements
  • Satisfying legal obligations for property owners or buyers
  • Former gas stations and auto repair shops
  • Commercial or industrial properties with a history of spills or leaks
  • Sites with chlorinated solvents, petroleum, or heavy metals
  • Brownfield redevelopment projects
  • Properties identified during Phase I/II Environmental Site Assessments
